Blistering while the paint is still fresh is usually solvent or moisture trapped by painting in direct sun or over a damp substrate. It is avoidable and it is entirely a workmanship issue.
Alligatoring, that cracked-hide pattern of deep interlocking cracks, means the film has simply become too thick and too brittle to move with the wood any longer. It is the accumulated result of many coats over many decades. No number of further coats will fix it; more film makes it worse. Those areas have to come back to a sound base.
Chalking, the powder that comes off on your hand, is normal pigment weathering and is not a failure at all. It only becomes a problem when somebody paints over it without washing it off, because nothing bonds to chalk.
Mildew is biological rather than a coating defect. Painting over it feeds it and it comes back through within a season; it needs killing at the root with the right wash first.
